The punchline is: Your “Skype page” is the word Skype, a colon (:), and your Skype name.
So if you are “joesmith,” your Skype hyperlink would be skype:joesmith.
Skype Support emailed me this note:
“Adding a Skype button to your website or email is both quick and easy. All you have to do is visit the following site and follow these instructions:
http://www.skype.com/intl/en-us/tell-a-friend/get-a-skype-button/
1. On the site, simply enter your Skype name where indicated.
2. Choose the button you wish to have displayed from the selection provided.
3. Check out the preview at the bottom of the screen and, if you’re happy with it, copy the code provided in the box beside it and paste it into your website or email.
You can even create your own custom button using our wizard. This allows you to choose the function, size, style and colour of your button. Visit the custom button wizard here:

^Yes, I found this answer helpful. It would have been even more helpful if this information were easy to find on their site!
Skype confirmed: Having your own “landing page” on Skype is not supported at this time.
